Websites and mobile apps of public sector bodies must be accessible, assessed against EN 301 549, with an accessibility statement. Germany implements it in the BITV 2.0.

A quarter of all organizers

According to the Meeting- und EventBarometer 2025, associations make up 16.3 percent, public institutions 9.1 percent and science 6.1 percent of all event organizers in Germany (EVVC, German PDF). Each of these events runs on a registration that has to pass procurement and data protection law.

What tenders for attendee management ask for

Tenders of the past two years repeatedly ask for software as a service hosted in Germany, accessibility to WCAG 2.1 AA, an API, multiple languages and separate areas for several units, for example at IT.NRW (TED 240097-2025) and DAAD (TED 323636-2024). For the German federal administration, evidence based on C5 and IT-Grundschutz comes on top.

Frequently asked questions about public sector event management

Does event registration for a public body have to be accessible?

In the EU, yes: the Web Accessibility Directive covers websites and mobile apps of public sector bodies, with conformance assessed against EN 301 549 and an accessibility statement (Directive (EU) 2016/2102); Germany implements it for federal bodies in the BITV 2.0. An audit of the registration flow against WCAG 2.1 AA with an accessibility statement is a custom build by AirLST in the project.

Does the European Accessibility Act apply to events?

To e-commerce services for consumers, online ticketing included, since June 28, 2025; pure B2B offerings are not covered (Directive (EU) 2019/882, German implementation explained by the Federal Accessibility Office, German). Whether your event falls under it depends on whether you sell to consumers.

From what amount does event software have to be tendered EU-wide?

Since January 1, 2026 from 140,000 euros for central government authorities and 216,000 euros for other contracting authorities; below that, national rules apply (CMS, German). What counts is the estimated contract value over the term; your contracting authority decides.

Which evidence does the German federal administration need for a cloud service?

The BSI minimum standard for external cloud services asks for evidence based on the C5 criteria catalog and IT-Grundschutz (BSI, German). AirLST runs on AWS in Germany; the AWS infrastructure has a BSI C5 attestation. That is evidence of the hosting provider, not an attestation of AirLST itself.

Can an association hold a hybrid members’ meeting?

In Germany, yes, since 2023 even without a basis in the articles; the notice has to explain how electronic participation works (section 32 BGB, German). AirLST covers notice, registration with proxies, admission, attendance register and online voting, as described under annual general meetings.
