What decides what is allowed when guests enter a plant

Four rules that apply once guests are on site, what each means for the event, and where it comes from. The first three apply to plants in Germany and the EU; the fourth has a US counterpart.

Safety briefing: German Occupational Safety Act and DGUV 1

Outside workers and visitors who may be exposed to hazards on site need appropriate instructions. A posted notice is not enough, the briefing has to be documented, and calling someone a visitor does not change the duty of care.

Trade secrets: reasonable measures

Under the German Trade Secrets Act, which implements the EU directive, only what is protected by reasonable secrecy measures counts as a secret: access restriction, confidentiality agreements, technical measures. On a plant tour that means registered, signed, recorded at the gate.

NIS2: access control as a minimum measure

For entities covered by Germany’s NIS2 implementation, the BSI Act lists access control and personnel security among the minimum risk management measures. Who enters the plant during an event is part of that.

Export control: deemed exports

Releasing controlled technology to a foreign person in the US can count as an export to their home country; in the EU, technical assistance for listed dual-use items can require a license. Your export control team needs nationality and employer before the visit.

Espionage starts with a visit

Germany’s digital association Bitkom puts the damage from theft, espionage and sabotage in 2025 at 289 billion euros. 32 percent of the companies surveyed report eavesdropping on on-site meetings, 41 percent theft of documents, samples or components (Bitkom, German PDF). In-house shows, plant tours and supplier days are the occasions when outsiders legitimately stand on the shop floor.

A secret is only protected if the protection is on record.

NIS2 makes access control mandatory

Since Germany’s NIS2 implementation, access control and personnel security are minimum measures for covered entities (section 30 BSIG, German); an estimated 29,500 entities are affected (secjur, German). US manufacturers with plants in Germany fall under it too. An event on site is no longer a marketing matter alone: plant security wants to know who is coming and be able to prove who was there.

Visitor management and events: two jobs, one guest

Everyday visitor management at the gate and an event on site need the same things: pre-registration, signature, badge, entry, evidence. AirLST covers this as standard for events, described under event access control. For continuous operation at the gate with badge return, AirLST builds the missing parts in the project through custom development.

Frequently asked questions about manufacturing events

Do plant visitors need a safety briefing?

At plants in Germany, yes, whenever visitors may be exposed to hazards on site. Under section 8 of the German Occupational Safety Act and DGUV Regulation 1, outside workers need appropriate instructions; a posted notice is not enough, the briefing has to be documented, and calling someone a visitor does not change the duty of care (KomNet NRW, German). In AirLST guests confirm the briefing with a digital signature at registration; a dedicated briefing module with content and a timestamp per section is a custom build.

When is a trade secret protected during a plant tour?

Under EU and German law only if the company has taken reasonable secrecy measures; section 2 of the German Trade Secrets Act defines it that way (statute, German). For a plant visit this means in practice: access only for registered visitors, confidentiality agreement and photo ban signed, entry recorded at the gate. Whether a measure is reasonable is for your legal team to decide.

What does export control mean for visitors to a US plant?

Releasing controlled technology or source code to a foreign person in the US can count as an export to that person’s country, the so-called deemed export (Bureau of Industry and Security). Plants that show controlled technology therefore ask for nationality before the visit. In AirLST nationality and employer are registration fields; a clearance step by your export control team before entry is a custom build.

Does AirLST replace a visitor management system at the plant gate?

For events, yes: pre-registration, signatures, badges with barcode, access control and live attendance are standard, see event access control. For everyday visitor traffic at the gate with badge issue and return, AirLST builds the missing parts as a custom build.

How does a company with many plants invite consistently?

With one guest list per event in which every guest carries site and inviting host as fields, and an allocation per site. Invitation and registration page are built once in the corporate design with invitation emails. Engie has worked this way since 2014 across 50 sites (Engie case study).

Can an in-house trade show with lead capture run on AirLST?
